Oath of office taken by elected county officials

County Commissioners 1-10-07
Prior to the call of the board of commissioners meeting on January 2, 2007, elected officers, Jim Johnson - recorder, county attorney Paul Malone, Heidi Winter - auditor/treasurer and Sheriff Steve Telkamp responded to the oath of office. Giving the oath of office to these elected officers was court administrator Steven Schultz. Immediately following newly elected commissioners John Geise and Gerald Magnus took the oath of office.

Auditor/treasurer began the meeting by asking for nominations for chairman of the board. Robert Moline was elected chairman and Kevin Vickerman vice chairman for 2007.

A ditch petition was approved for removal of a beaver and the dam in a county ditch.

Jim Reinert gave the safety report. Training will be held in January for fire extinguisher use, defensive driving, a refresher course in CPR, and the use of the automatic defibrillator. The training is for all county employees. Safety training on other issues will continue throughout the year.

During the term of Governor Arnie Carlson the legislature set aside considerable funds for cleanup of the Minnesota River. The MN River Board has used most of that funding and the Murray County Board discussed whether it was still feasible to be members of it. Only the townships of Holly, Shetek and Dovray are affected by the MN River. It was decided that since a new MN River Board has come to being the MC board would still support the projects with a membership dues of $690.

Jim Johnson and Heidi Winter were given permission to attend the recorder and auditor/treasurers Minnesota association of county officers annual conference January 10-12. A gambling permit for a fishing derby was allowed for PALS Club on February 11. Ice fishing contests approved for DNR are scheduled for Lake Sarah on January 13 and Lake Shetek February 10. Gaming will not be allowed at these and will be monitored by the sheriff’s department who will also determine if the ice is safe.

Law enforcement contracts were signed with Currie, Lake Wilson and Chandler.

The Murray County Editorial Group submitted the only bid and was accepted for publication of county business. The cost was raised from $9.00 to $9.50 per column inch.

Several questions are in review by the state regarding the permitting of wind towers. The county may permit up to five mega watts per tower. The state has jurisdiction for those over and regulations for setbacks are not as rigid as the counties. The environmental office recommends a project be permitted up to 25 mega watts. They would also like a clearer definition of what is a project as some now include several LLCs to stay under the five mega watts.

Final payment was authorized to Midwest Contracting for bridge construction. Randy Groves, highway engineer, recommended leaving the township road allotment as is by population and road mileage. The townships will levy as needed.

Jon Hoyme and Tim Alcorn were reappointed to the SAWS commission. A complete listing of commissioner appointments will be published at a later date.

The board discussed having a public open forum at commissioner meetings. Winter and Moline will draw up the parameters for the comment period.

Christy Surprenant, county public relations director, is holding a meeting for the 150th county anniversary planning on January 10. She encourages representatives from the county cities to attend to assist in planning the event.

The next meeting of the board will be held on January 16 at 9 a.m. The board will also meet on January 23.
